Open Educational Resources, named commonly as OER, are contents, courses and digital educational materials under open licenses, which has increased opportunities for people who are in needs to reuse learning materials. Open Educational Resources declared free reuse in other purposes with open licences. (Atkins, et. al., 2007; ccLearn, 2007;and COL UNESCO, 2011)

The mostly found open licenses appeared on OER was Creative Commons licenses (CC licenses).

Creative Commons licenses set to all rights reserved for both individual and institute or company creation with a simple and standardized way to announce copyright permission to their works, which allowed to reused, copied, distributed, edited, remixed, and built within the boundaries of copyright law. (Creativecommons, n.d.)

Even free digital contents seems like its very useful but universal resources can made a negative effect of unaware usage without truly comprehend ethics by users who don’t precautious on the use of those digital media via appropriated strategies. Accordingly, OER sites should cover investigative learning system that help to evaluate resources for proper use.
